Dear Madam,
I wish to report a dangerous incident which posed a real
threat to cyclists in the early hours of the morning of Friday 8 August
2003.
Mr Ben Still, a member of the Randwick Botany Cycling
Club reports:
"This morning I saw a lady running in the cycle lane
at around 6.15am. She had a white top and blue pants on, and was running on
the right edge of the cycle lane about 2.5 metres in from the edge of the
roadway. She was running in a clockwise direction in the Grand Drive so she
had no view of cyclists as they approached her from behind. She was hard to
see and posed a real risk to cyclists."

Centennial Parklands Draft Code of Conduct item 4.6, by bringing this to
your attention and we would respectfully request that you document this
incident. The incident has also been recorded on our website,

Dear JohnI refer to your letter of the 8 August 03 to the Acting Director
Marlene Krasovitsky in which you raised concerns about the alleged unsafe
practices of a Centennial Parklands ranger on the morning of
the 7 August 03.
To date the letter from Mr Robert Gorman of the Sydney triathlon club
STEAM about this incident has not been received at CentennialParklands.
All Centennial Parklands rangers assigned for duties on the morning in
question have been interviewed and it has been established that no ranger
was involved in the direction of traffic on Grand Drive between 5.45am -
7am.
It has been established that during this period there were traffic
controllers conducting traffic control in relation to a film shoot within
Centennial Park. There were also traffic controllers working within
Centennial Park in relation to the ponds reconstruction program controlling
access of heavy vehicles. These persons are not
Centennial Parklands staff, I am advised that they were RTA certified and
were using the required approved equipment.
If you have any further information that may assist in the matter I would
ask that you forward it for review.
It should be noted that sunrise on the 7 August 2003 was at 6.43am.
With the alleged incident occurring at approximately 6.15am the cyclists
involved were in breach of Clause 5 (4) of the Centennial Park &
Moore Park Trust Regulations 1999 which prohibits vehicles from being used
within Centennial Parklands between sunset & sunrise except with the
permission of the Trust or the Director.
